In Windows 10, the touch keyboard can be activated by right click over the taskbar and select Show Touch Keyboard button option.
In Windows 11, you have to right-click on the Taskbar and select Taskbar setting. Next, you have to toggle the Touch keyboard switch to On. Using the touch keyboard button, the touch-keyboard can be accessed.

At this registry location and in the right pane of the above-shown window, look for the MonitorSize named registry string. Please note that this registry key is not available in non-touch based computers. The incorrect Value data for the MonitorSize registry string is the root cause behind this issue. Double click on the same string to modify it:
Finally, in the Edit String box, put a decimal data such as 22.5. Click OK. Close Registry Editor, reboot, and your problem should be fixed after restarting the machine. These steps involve registry manipulation. Making mistakes while manipulating the registry could affect your system adversely. So be careful while editing registry entries and create a System Restore point first.
